DR 11-0012 — WML: Absence of the type attribute of the docGrid element

This DR requests clarification of what the absence of the "type" attribute of the docGrid element means. The standard is definitely unclear - I've checked with our experts and essentially a missing "type" attribute is equivalent to a completely missing docGrid element. The reason for this duplicitous behaviour is to enable the other docGrid settings to be preserved even when the docGrid feature is turned off (allowing the end user to turn on and off the feature without losing the settings specific to it). I've added text to the standard describing the behaviour, along with an informative note explaining why this would be useful. Changes are attached.
