OPC Annex A

Dear colleagues,

I now understand what Annex A of OPC is trying to do.  It converts 
relative LEIRI references to part names.  Some of the required changes 
are now obvious.

The algorithm in A.3 needs careful study, however.  I today read 
some paragraphs in RFC 3986 and RFC 3987, and I manually edited 
relative LEIRI references in the relationship part.  I believe that five 
steps (out of 10) in this algorithm should be removed.  The reasons 
are described in the inserted comments in the attached document.
