DR 11-0023 - OPC: Signature value not defined in .ZIP Appnote v6.2.0

Hi all -
This DR requests allowing the use of a signature value before the data in Data Descriptor records in the ZIP package.  Part 2 references ZIP appnote 6.2.0, which did not allow for this signature.  ZIP appnote 6.3.2 notes that some implementers have begun using a particular signature value for Data Descriptors and makes its use optional.  It seems reasonable to allow for this as ZIP implementations that might be used to generate OOXML documents may write this.  I've attached simple changes to make use of the signature optional.
