2nd edition of XML Signature 1.0

Dear colleagues,

XML Signature has four versions: 1.0 (REC), 1,1 (CR) and 2.0 (WD).
The first edition of 1.0 has been replaced by the second edition.

The second edition differs from the first edition in two points:

  This Second Edition of XML Signature Syntax and Processing adds
  Canonical XML 1.1 as a required canonicalization algorithm and
  recommends its use for inclusive canonicalization.

  This version of Canonical XML enables use of xml:id and xml:base
  Recommendations with XML Signature and also enables other
  possible future attributes in the XML namespace.

There are more changes between the second edition and the 1.1 CR.
When I asked the chair whether EPUB3 should use the second edition
or 1.1, he wrote "I'd like to say use 1.1 as a reference since it is compatible
with 2nd edition but deprecates SHA-1, has a fix for SignatureMethod,
numerous clarifications and editorial corrections to work against."  More

When we write a liaison statement to Ecma TC45, we should mention
this topic.
