DR 11-0029 — OPC: Do not copy text or schemas from W3C XML Signature

I feel at a loss about 13.2.4 in OPC.  Which prose in
this subclause simply reiterates what is already
said in XML Signature Syntax and Processing (Second Edition)?

Without some expert in digital signature, I do not think that we
can make progress.  The addition of XAdES to OOXML also needs
such experts.
