XAdES specifications

Subclauses 12.7 and 12.8 of the latest OPC draft describe creation and
validation of digital signatures, respectively. Both subclauses
reference the W3C Recommendation "XML-Signature Syntax and
Processing".  But to introduce XAdES to OPC, we have to update these
subclauses and reference the upcoming ETSI EN 319 102-1 V1.0.0
(2015-07) Electronic Signatures and Infrastructures (ESI), Procedures
for Creation and Validation of AdES Digital Signatures, Part 1:
Creation and Validation.
