Office Open XML Part 2 - Open Packaging Conventions WD2.1

The attached document was just posted as N 0321 on the official WG4 document
site.

It is the Draft OPC spec after all the edits made at the Beijing meeting
plus some follow-on edits done my be as a result of action items at that
meeting.

We'll use this new draft as the basis for future proposals.
