New DR for namespaces?

Sadly, John will not see this reply.

As I wrote in another mail "DML attributes are unqualified!", DML
attributes do not have to be copied to Part4 only to have a 
traditional namespace.  Thus, we do not have to take any 
actions to Part 1 19.3.1.21 graphicFrame and 19.3.1.1 bg.  They 
are correct.  The others are incorrect.
