Addressing DR 12-0001

Folks,

WD 3.1 almost addressed this DR, since all occurrences of
"relationship part" are now "relationships part".

But we also agreed to capitalize the first word in this term.
That is, we need "Relationships part"..  I did this change in
my local copy of WD 3.1.

I also rewrote "non-relationships part" as "part that is not a
Relationships part"
