DR 10-0048 -- a thought after today's call about "not allowed"

Before I forget, I wonder if the places in the ZIP appendix for Part 2
that had "Yes" for Pass Through on Edit with two "No" entries in the
other columns could be tagged in the new main column as "Not used"
rather than "Not allowed."   Or "Not used in this specification."

Just wanted to get the thought down before heading to Maine for a vacation.
