DR 10-0048 -- a thought after today's call about "not allowed"

You are talking about "Zip64 extensible data
sector" and "ZIP file comment".  The former is
reserved by PKWARE.  I think that it should
be "Not allowed".  The latter should be
simply allowed (i.e. Blank).

I still think that this kind of combination is a bug
of the spec.
