Part 1 already has prose for disallowing the use of VML in
txbxContent (see 20.4.2.38 txbxContent (Rich Text Box Content Container)).
But I am puzzled by it.
In my understanding, txbxContent in dml-wordprocessingDrawing.xsd never
alows
the use of VML in both S and T.

It is interesting to see txbxContent is defined in both
dml-wordprocessingDrawing.xsd and wml.xsd (transitinoal).
vml-main.xsd uses the one in wml.xsd.
