Murata-san,
I think you may be looking at a different pair of fragments. The
fragments in the original DR are on different pages -- in the 2016
published Part 1, they are the first one on page 292 and the one at
the bottom of page 298. Neither of those has the <w:rtl/> that you
mention.
This doesn't mean that your addition might not be helpful.
