DR-17-0007, "WML: the val attribute of uniqueTag is missing from the prose"

Francis,

Thank you for pointing out my mistake.  I appear to have not
recovered from a cold.  Let my try again.

This introduces an attribute table and added the w prefix to the
val attribute.  It also corrects other occurrences of uniqueTag
elements.
