Signature policy

Dear colleagues

I am not quite happy with the term "signature policy" in OPC.
In particular, 29500-1 does not define any signature policies
for WML, PML, or SML documents, since 29500-1 does
not provide a list of parts to be signed.

But we should probably discuss this topic in the Seattle
meeting, when digital signature experts are involved.
