here's the response from the Graphics product team for 17-0021, they see no
need for action here.

This scheme is used when we have a drawing canvas in Word (

the " <http://schemas.microsoft.com/office/word/2010/wordprocessingCanvas>
http://schemas.microsoft.com/office/word/2010/wordprocessingCanvas" when
saving as strict.  Below is the diff between a regular and strict file.
Since we don't actually write this out when saving as strict and "
<http://schemas.microsoft.com/office/word/2010/wordprocessingCanvas>
http://schemas.microsoft.com/office/word/2010/wordprocessingCanvas" is not
referenced in the ISO document, there is no action item for this bug.
