Proposal to close DR 17-0023 through 0026 without action

I propose to close these DRs without action.  This is because
factorization of attribute descriptions defined by these attribute
groups do not lead to significant improvements.

ISO/IEC 29500-1 uses factorization of complex types only when
factoriation removes significant duplications.  For examle, CT_Border
has 9 attributes.  This complex type is shared by bar, bdr, between,
bottom, end, insideH, and so forth.  Descriptions of these elements
reference the subclause for CT_Border rather than copying attributes
defined in CT_Border.

Here is a list of such complex types.

17.3.4  Border Properties (CT_Border)
17.3.5  Shading Properties (CT_Shd)
17.4.87  Table Measurement (CT_TblWidth)
17.17.4  Boolean Property (CT_OnOff).

But even if a complex type is shared by more than one element,
factorization is not always used.  For example, CT_Rel is shared by 11
elements such as attachedTemplate, contentPart, and dataSource.  But
the definition of the attribute defined by this complex type is
repeated.  Since CT_Rel defines a single attribute, factorization
do not lead to significant improvements.
