I don't like "kernel".  How about "core"?  Or "base definition"? 

Anyone have other ideas?

We wanted to make it clear that the NWIP was for only a single part of 
what could eventually be a multipart.  But future parts would need their 
own NWIPs or subdivisions.  How do we express this?
