JP-0004 for Part4 DCOR1

JP-0004 pointed out that a facet <xsd:maxInclusive value="4294967295"/>
appears in the schema attachment, but did not clearly say that it should
be removed since it is redundant.  The current disposition mistakenly
introduces this unnecessary facet to the XSD schema in Appendix B.
I would propose to remove it from both the XSD schema in Appendix B
and the schema attachment.
