Our focus today: starting the DCOR and FPDAM ballots

Dear colleagues,

As we discussed in our last teleconf (2009-07-23), we are going to have 
another teleconf today.  We will decide whether or not we start the DCOR 
and FPDAM ballots.

After this decision, WG4 will not change the content of the DCORs and
FPDAMs.  However, if comments are raised during the ballot period, 
WG4 will discuss and probably create CORs and FDAMs.

Today, we will review the minutes of the last teleconf, examine all
action items, and then make a decision.  We might want to discuss about
some procedual issues such as the Seattle meeting, but I do not intend 
to have any technical discussions for open DRs today.
