DR 11-0012: Proposal to fine-tune the wording of the change we agreed to in Berlin

Once Jesper got back home from Berlin and read the draft minutes carefully,
he send me the following suggestion: 

DR-11-0012 : The text is altered to "... is used". Wouldn't it be better to
have the text say 'the value "default" shall be used' ?

I agree. I propose that we adopt his change at the next teleconference.
