Relative URI resolution in OPC

Dear all,

Thinking some more about this on the journey home, I remembered the contradiction problem that we didn't address today.

The problem is that the exemption about base URIs for resolution that applies to relationship parts (they resolve with a base URI of their parent folder) is only mentioned once in the Standard, while other mentions of URI resolution do not mention this exemption. Thus depending on which bit of the text one is reading, the mechanism for resolving such URIs differs.

The solution is either to mention this exemption every time URI resolution is specified or (much better) to have only one place in the text where relative URI resolution is described in full, and then (if necessary) refer to this from other locations in the text ...
