DR-16-0009: Pushback from Charlie after WG4 agreed to close this without action

Francis,

I do not see any new reasons to reopen this DR, but
I agree to consider  possible removal of the
restriction in prose as a request  for an amendment
rather than a COR.  Lifting existing restrictions is
beyond the scope of CORs.
