DR 17-0029 (was Re: DRs for today)

As discussed in the previous teleconference, I checked
*some* of the non-ideographic characters in JIS X 0208.
Excel uses quoting for these characters.

I am now wondering where should we stop.  I have not checked
all non-ideographic characters in JIS X 0208, and Unicode
has so many other characters.

I find that some characters are not allowed as part of
sheet names.  For example, ff1a, ff1f, ff0f, ff3c, 2019, ff3b, and ff3d.

I think that we have to live with implementation-dependent
descriptions.
